County Commission Had a Busy Week

square1Harrisonville, Missouri – The Cass County Commission continues to make pro-active decisions in the final months of 2009.  This week’s meeting was full of activity.

One of the first items on this week’s agenda was to address a bridge issue with 315th Street.  Commissioner Bill Cook made a motion to approve and authorize Presiding Commissioner Mallory to sign construction engineering agreement with Cook, Flatt & Strobel for 315th street bridge project.  Commissioner Brian Baker made a motion to award 315th Street Construction Bid to Boone Construction, lowest bid, in the amount of $159,900.70.  Both motions passed unanimously.

The Cass County Commission continues to reach out to cities and local governing authorities.  Commissioner Baker made a motion to approve “Memorandum of Understanding” with the Mount Pleasant Road District clarifying boundaries and district lines as well as an agreement for the county to help with bridge repairs in the road district.

Recently, commissioners met with members of the Mt. Pleasant Road District to discuss concerns raised by citizens within the district.  Mount Pleasant Road District Commissioners and the Cass County Commission agreed to work together to address concerns raised and find ways to improve service.  “The Cass County Commission continues to strive to communicate and work with other governing authorities…” stated Associate Commissioner Brian Baker.

The County Commissioners posted bid requests for the sale of the old Cass Medical Center.  Bids received on the old Cass County Medical Center property were as follows: Don Cohn, Oklahoma City, OK-$211,000.00 and Myer Companies, Inc. Lee’s Summit, Mo-$700,000.00.  Bids will be reviewed by the County Commission and the Cass Regional Medical Center Board of Trustee’s and a decision will be made at a later date.  The proceeds of the sale will go toward the new Cass Medical Center.

The Commission took steps to update its county ordinances and align with state law on “conceal & carry issues.”  The County Commission voted unanimously to clarify that you may conceal & carry in Cass County.   Currently the ordinance says citizens are prohibited to carry “a firearm or any other weapon readily capable of lethal use” making it in conflict with state law.  With the support of the Cass County Sheriff, the County Commission unanimously brought county ordinance in line with the state.  “This was a simple fix to our ordinances,” stated Baker.  “All three Commissioners and the Sheriff support our citizen’s second amendment rights and we want to make sure that our ordinances recognize that as well.”

Commissioner Baker made a motion authorizing Presiding Commissioner Mallory to sign Missouri Department of Health and Senior Services Program Services Contract Titled Public Health Emergency Response (PHERS) and Contract Amendment No. AOC09390202 Titled Maternal Child Health Services Block Grant to the States.  Both contracts will provide grant dollars to the County Health Department and aid the department in providing services to citizens.

As a matter of Record the Energy Efficiency and Conservation Block Grants is being researched by Commissioner Cook.  “The county is working with local business leaders and agri-businesses to examine how to produce bio-mass energy, create jobs, and create some measure of energy independence in Cass County,” stated Baker.  “Commissioner Cook is working diligently to examine what grants might be available to help us move forward.”

The Commission signed a Work By Local Forces Proposal Agreement letter with Missouri Department of Transportation for assistance to the City of Belton Parks Department Trail Project.  The Belton Parks Department is working on a trail-system that will create a trail-tunnel under 71 Highway.  By signing the agreement, Cass County is assisting in the effort by providing labor to the project.
