MARC gives a little cash to Cass County

The Mid-America Regional Council Board has allocated $51 million in federal stimulus funds to local transportation projects. Cass County will receive $1,512,244 of that.
“The Kansas City bistate region became one of the first areas in the country to allocate funding from the American Recovery and Reinvestment Act (ARRA). The MARC Board of Directors, in its role as governing body of the Metropolitan Planning Organization (MPO), voted to accept the recommendations received from regional transportation committees which will result in funding 39 projects totaling approximately $51 million.”
The committees selected projects from a total of 365 projects that had been submitted for potential funding. Sixteen projects from 13 Kansas jurisdictions and 23 projects from 25 Missouri jurisdictions were selected.
Funding through the federal Surface Transportation program is allocated to the Mid-America Regional Council (MARC) to fund transportation projects that maintain infrastructure, increase modes of travel and manage roadway capacity. Guidelines from the U.S. Department of Transportation limit the funding from the American Recovery and Reinvestment Act to communities that fall within the transportation boundaries of the local MPO.
The committees evaluated projects based on factors from the policy framework of the region’s long-range transportation plan such as travel volumes, system condition, safety, economic impact, environmental features, impacts to other modes of transportation, relation to local plans, and how quickly the project could be undertaken (”shovel-readiness”). As required by the ARRA, priority was given to projects in economically distressed areas.
Eligible projects are those within the MPO boundary and, in general, are on streets and highways designated within the federal Functional Classification System as collector or arterial roadways or interstates. Certain transit, trail and other project types are also eligible.
Now that the MARC Board of Directors has approved the projects they will be added to the region’s Transportation Improvement Program (TIP), which documents transportation resources that will receive federal, state and local funding and be carried out in the next three to five years. Project sponsors will then coordinate with the Kansas and Missouri Departments of Transportation to complete project agreements, finalize plans and bid projects for construction or implementation.
There are four (4) projects receiving funding from the American Recovery and Reinvestment Act by the Missouri STP/BR Committee in Cass County.

Project Description: Resurface various streets in Belton,MO. using the MARC functional classification system.
Project Location: The streets are Cambridge Road, Prospect Ave, Kentucky St, 163rd St, North Scott Ave
Harrisonville - Project Cost $984,000 /ARRA request: $700,000 / Money allocated: $378,061
Project Description: This project consists of the milling and overlay of public streets including North Independence
Street, South Street, North Commercial Street, South Independence.
Project Location: North Independence Streets, South Street, North Commercial Street, and South Independence
Pleasant Hill - Project Cost: $823,423 /ARRA request: $823,423/ Money allocated: $378,061
Project Description: Milling and 2 inch overlay on Business Route 7, Country Club Drive, and Sugarland Drive.
Project Location: The project covers the entire length of Business 7 Highway, Country Club Drive, and Sugarland
Drive in Pleasant Hill, Missouri. Business 7 Highway consists of Cedar Street, Veterans Parkway
between Cedar and Paul Street, Paul Street, Wyoming Street between Paul and First Street, and
First Street.
Raymore - Project Cost: $2,300,000 /ARRA request: $2,300,000 /Money allocated: $378,061
Project Description: In 2000, the City of Raymore accepted maintenance responsibilities for M‐58 Highway from the
west City limits to Prairie Lane Road on the east. The condition of the roadway surface of this
major piece of City infrastructure has reached the end of its service life and is in need of
rehabilitation. . The efficient flow of traffic and minimization of travel delays, coupled with
improving the condition of the roadway increases the corridors attractiveness to future
commercial development.
Project Location: M‐58 Highway between Dean Avenue on the west and J‐Highway on the east.
